TPI follows what officials vote for, say, sign, fund, oppose, and deliver. We organize that record so Texans can evaluate public service using more than campaign mail and political memory.

Preliminary numbers are called provisional. A score is not presented as final before it earns that status.
Rules before release
Automated news briefs must clear fixed source, length, duplicate, and daily-volume rules before publication.

Scorecard methodology
Complete inventory. Selective scoring. Visible limits.
Inventory everything
The rebuild reconciles 258 official House and Senate journals, 7,930 recorded votes, 666,462 published member positions, and 15,875 formal author or sponsor roles.
Score only policy evidence
Every vote and role receives a scored or excluded disposition. Routine procedure, ceremonial matters, local bills, duplicates, incomplete roll calls, and actions outside TPI’s published policy scope do not create points.
Require real coverage
A category needs at least three distinct source-backed policy items. An overall public-record score needs at least four calculated categories representing at least half of the 73 public-record weight points. Missing categories are omitted from the denominator, never treated as zero.
Keep leadership separate
The seven-category public-record score is calculated first. Only officials with a completed board evaluation receive the separately disclosed overall formula: 65% public record and 35% Leadership & Accountability.
Accountability starts at home.
Scorecards and investigative findings remain review-gated. Automated news briefs are clearly labeled and must pass the newsroom’s fixed publication rules.
